Solution:
From a domain controller with the same site as your exchange server, open ADUC. Once inside of AD, make sure you go to View and select the Advanced View. Search for the user, go to Properties, Security, and then click on Advanced. Click the check box to Include Inheritable permissions from this object’s parent. Allow 2-3 minutes for replication and then go through the mailbox move again. All Set!
